Rep. Scott Perry Accuses USAID of Funding Terrorism in Fiery Congressional Speech

Washington, D.C. – U.S. Representative Scott Perry delivered a heated speech in Congress, alleging that American taxpayer funds channeled through the U.S. Agency for International Development (USAID) are inadvertently financing terrorism.

Perry raised concerns over a reported $697 million allocated annually, suggesting that some of the funds are being misused to support terrorist groups such as ISIS, Al-Qaeda, Boko Haram, and ISIS-Khorasan. He questioned the transparency of USAID’s financial distributions, specifically highlighting funding for madrasas and terrorist training camps.

The Congressman also scrutinized USAID programs aimed at supporting women in Afghanistan, including the Women's Scholarship Endowment, which receives $60 million annually, and the Young Women Lead initiative, funded at $5 million annually. Citing an Inspector General’s report, Perry argued that these programs are ineffective, as the Taliban does not permit women to participate in public life.

"This money is not going to help Afghan women. It is funding terrorism, and it's coming through USAID," Perry declared.

Beyond Afghanistan, he criticized USAID’s spending in Pakistan, where $840 million has reportedly been allocated to education programs over two decades. Perry alleged that $136 million designated for the construction of 120 schools has resulted in no verifiable infrastructure, stating that the Inspector General has been unable to confirm their existence. Additionally, he pointed to $20 million spent on educational television programs for children who, he claimed, "cannot attend schools that were never built."

"You are paying for terrorism. This has got to end," Perry concluded before yielding the floor.

The allegations are expected to spark further debate on foreign aid accountability and counterterrorism funding oversight.
